Midday, Weekend Metering Coming to 3 Highway 65 On-ramps
Extended Hours Aimed at Easing Congestion on Southbound Corridor in Roseville, Rocklin
PLACER COUNTY — In an effort to relieve congestion and make merging safer for motorists, Caltrans today announced plans for midday and weekend ramp metering on a series of freeway entrances to southbound State Highway 65 in Rocklin and Roseville.
Starting Monday, April 8, the ramp meters will operate from 6 a.m. to 6 p.m. Mondays through Fridays and 10 a.m. to 7 p.m. Saturdays and Sundays. Currently, the ramp meters operate during the morning commute from 6 to 9 a.m. and the afternoon commute from 2 to 6 p.m. weekdays.
Run Rocklin Focused on Community
Nearly three thousand people will race near Johnson-Springview Park on April 7 for the 16th-annual Run Rocklin event, with all the proceeds benefiting local charities. Participants can choose the 5k, 12k, or half-marathon option, and there are even two free kids’ runs.
The focus of Run Rocklin isn’t on athleticism or endurance; rather, the race is a fun and healthy way for people to connect with friends and family and raise money for a good cause.

The Arts Council of Placer County Is Full of Opportunities
The Arts Council of Placer County (ACPC) recently chose the Hacker Lab in Rocklin as their new home, which is fitting: The space is a mesmerizing two floors of worktables, wires, wood, and ingenuity, making up a medley of unique and fascinating works in progress.
ACPC recently rebranded and has been looking for ways to better connect with local artists. This relocation places their main office in a concentrated hub of activity and a more central county location.
Badges Pinned on Rocklin’s Newest Firefighters
Jesse Llopis and Joshua Priest stood at attention in front of their families, friends and colleagues on February 14, eager to complete the final rite of passage and become Rocklin’s newest Firefighter-Paramedics.
The men awaited their department badges in a ceremony that was the culmination of an intense six-week training academy which featured extreme mental and physical pressure. On the final evaluations just hours before the ceremony, if even one mistake was made, they would not have been hired.
Term Sheet Approved for New Quarry Park Adventures Operator
The Rocklin City Council approved a term sheet on Feb. 12 with Adventure Operations, LLC, a subsidiary of Bonsai Design, to take over as the new operator of Quarry Park Adventures. Bonsai Design built the adventure park, is familiar with the City, and has experience building and operating other aerial courses throughout the U.S.
A formal agreement with Adventure Operations will be presented for Council ratification at the March 12 City Council meeting.
Ruhkala Awards Recaps of Previous Honorees
Will Linton - 2000 Ruhkala Pioneer Award Recipient
Will Linton, a recipient of the 2000 Ruhkala Pioneer Award, was an outstanding citizen and leader in the Rocklin community for many years. Linton was a public school teacher by trade, teaching at the secondary level and eventually retired from the San Juan Unified School District. When the Lintons first moved to Rocklin, it was was a small city with a population of less than 10,000 people. During Linton’s involvement and leadership, Rocklin took the steps making it the city it is today.
City Council Discusses Residential Parking, Traffic Committee, and Open Space Management at Jan. 22 Meeting
The Rocklin City Council received a special visit from two of the three Rocklin Police Department K-9 teams at their meeting on January 22. Officer Jeremy Black and Officer Tim Sartain stopped by with their K-9 partners, Condor and Bronco respectively, and each shared how they serve the community and fight crime in Rocklin with patrol operations and illegal drug detection.
After the dogs made their way back to patrol, the Council approved a resolution to accept the City’s Comprehensive Annual Financial Report (CAFR); introduced an ordinance related to building code standards; and discussed potential action items related to residential vehicle parking, an ad-hoc traffic safety committee, and vegetation and open space management.

As the chief executive officer of the City, I supervise operations, direct departments and services, and enforce the laws and policies as adopted by the City Council. To help us prudently manage resources and serve the people of Rocklin, the City Council and staff recently updated the City’s strategic plan that guides department operations and projects.
Ruhkala Awards Recaps of Previous Honorees
Kathy Lund - 2011 Ruhkala Pioneer Award Recipient
Kathy Lund dedicated 30 years of service to her city and residents, served on the Rocklin City Council from 1985 to 2010 and was a six-time Rocklin Mayor. She also served on the Parks and Recreation Commission from 1980 to 1985. Her longevity on the Council was attributed to her philosophy, which she said was “while sitting up there, you need to listen, listen, think and think and then talk, and then you have to be consistent and stay on track. I always tried to.” Lund’s major areas of focus were planning the growth of the city, transportation, and city parks.
WiFi in the Park
The City of Rocklin, in partnership with Wave Broadband, provides free wireless internet in the City’s five community parks: Margaret Azevedo, Johnson-Springview, Whitney, Twin Oaks, and Kathy Lund. This service is available for tablets, laptops, smartphones, and other mobile devices.
Wi-Fi in Rocklin’s Community Parks allows users to search for local restaurants and other businesses, as well as communicate with friends and family.
Wall of Recognition Honors Rocklin Contributors

Roy Ruhkala, the patriarch of the Rocklin Ruhkalas at over 90 years old, was front and center with multiple generations of his family at the unveiling of the Rocklin Wall of Recognition on Nov. 1 at Peter Hill Heritage Park. The Ruhkalas were joined by two other groups of honorees whose accomplishments were etched on the wall, including representatives of the Rocklin Public Safety Volunteers and former long-time Rocklin City Manager Dr. Carlos Urrutia and his family.

Rocklin Ranked the Best Place to Raise a Family in Placer County
The City of Rocklin was recently named the Best Place to Raise a Family in Placer County based on research by Niche.com, a website that ranks cities, neighborhoods and schools in various categories.
The Best Places to Raise a Family ranking takes into account factors including safety, access to family amenities, affordability and schools, with much of the data sourced from the U.S. census or Niche’s own research.
Land Use and RHNA Ad Hoc Committee Meetings to Begin Oct. 19
The City Council formed the Land Use/Regional Housing Needs Allocation (RHNA) Ad Hoc Committee in August of 2018 to provide the City Council with recommendations pertaining to land use balance, guidelines for evaluation of specific types of rezones, updates to the RHNA available sites inventory, and development standards for mixed use zones.

Rocklin Appoints New City Attorney
Sheri Chapman was appointed to the position of Rocklin City Attorney after her four-year contract was unanimously approved by the Rocklin City Council on September 11, 2018.
Chapman most recently served Placer County as Interim Director of Human Resources, taking on that management role after vacating her previous position as Deputy County Counsel. Chapman has also served as Assistant County Counsel for Nevada County and Senior Deputy City Attorney for the City of Sacramento.

The term Geographic Information Systems may sound complicated to many people, like a mixture geography and information technology classes hazily recalled from long-ago college days.
While the practice and implementation does require knowledge and skill from both sciences, using the end product boils down to simply viewing useful information displayed by online maps.
Summer Program Provides Career Insight to Local Students
High school students today often don’t have professional experience to draw from when looking forward to college and choosing a career path. The City of Rocklin, in partnership with the Rocklin Unified School District (RUSD) and the Rocklin Educational Excellence Foundation (REEF), facilitates the Summer Civic Career Program each year to provide approximately 10 students a two-week crash course in working for local government.
The Rocklin Police Department Awarded Grant to Combat Illegal Tobacco Use
The City of Rocklin was recently awarded State grant funding in the amount of $200,680 from the California Department of Justice.
The purpose of the grant is to assist law enforcement in combating the illegal sale of cigarettes, vapor inhalation devices and other tobacco related products to minors.
Funding for this grant is made possible as a result of Proposition 56, the California Healthcare, Research and Prevention Tobacco Tax Act of 2016, which raised the cigarette tax by $2 per pack.
Fire Prevention Always a Priority
The summer season begins this month and the City of Rocklin wants to remind everyone that a proactive approach to fire prevention is important to keeping the community safe.
The Rocklin Fire Department Community Risk Reduction Division works daily with residents, contractors, and commercial property owners to provide guidance, approve plans, inspect projects, and ensure a fire-safe environment for patrons and employees of businesses.
Water Spraygrounds
There’s nothing better to beat the heat than to play in the spray!
Water spraygrounds are located at Kathy Lund Park (6101 West Oaks Blvd.) and Whitney Park (1801 Whitney Ranch Pkwy.). They will open May 14 through Oct. 15 from 10am to 7:30pm, 7 days a week.
