Exciting New Development Coming to Rocklin’s downtown: The Rocklin Public Market

The City of Rocklin is reviewing an exciting new project that could bring a vibrant mixed-use destination to downtown Rocklin, along the Pacific Street and Rocklin Road corridor near City Hall. The Rocklin Public Market is a community-focused development that would feature shops, dining, residential units, and public gathering spaces overlooking Quarry Park Adventure Park and Amphitheater.
This project represents a major step in shaping Rocklin’s downtown. City staff have been working for years to bring a public market to life, and we are thrilled to have partners like G3 Concepts bring their experience and vision to the table. G3 Concepts has a proven track record, having worked on previous development projects in Rocklin and currently operating the successful San Luis Obispo Public Market, home to more than 20 local businesses.
What’s Planned
The project is located on the former Big Gun Quarry and will feature:
- A two-story retail building for shops and local businesses.
- A two-floor market hall with food and beverage vendors on the first floor and an open space on the second floor for events and additional seating.
- A three-story mixed-use building with 20 residential units above ground-floor commercial space.
- A two-story brewery and restaurant with a covered outdoor patio.
- A new parking lot designed to work with nearby City-owned parking areas.
Location
The approximately 3-acre site is located at 5255 Pacific Street and falls within the Business Attraction, Retention, and Revitalization (BARRO) Overlay Zone.
Project Background
The Big Gun site was previously home to the last operational granite quarry in Rocklin. The City removed quarry structures and equipment in 2017. In 2024, the City Council approved the sale of the site to G3 Concepts, the development firm behind the project.
Vision for the Area
The project is located within downtown Rocklin in the Quarry Architectural District, an area envisioned as a safe, walkable, and inviting destination centered around Quarry Park. New development in the district is encouraged to honor its historic character while adding modern, vibrant gathering spaces that support a thriving downtown Rocklin.
The Rocklin Public Market aligns with that vision by offering a mix of shopping, dining, living, and community events—creating a destination where residents and visitors can enjoy everything in one place. As Andrew Keys, Assistant City Manager who oversees the City’s economic development efforts and serves on the ARC committee, explains:
“This project has the potential to be a true catalyst for downtown Rocklin and builds off years of investment by the City in the downtown. The Rocklin Public Market will bring new energy, businesses, and experiences to the heart of our city. Partnering with G3 Concepts, who already understand the Rocklin community, gives us confidence in the vision and execution of this public market.”
The Public Market builds on several city-led efforts already underway along Pacific Street, all working toward a more connected, active, and vibrant downtown. These include the Pacific Street Apartments, a new residential project that will bring additional housing opportunities and support local businesses within walking distance of Quarry Park.
In addition, the City recently designated the last undeveloped property adjacent to the Pacific St. and Rocklin Rd. roundabout exempt under the Surplus Land Act—a state process that allows unused or underutilized public land to be made available for development that meets community goals. Advancing this site through the Act opens the door for future projects that can further support the economic revitalization of the city’s emerging downtown core.
Together, these efforts reflect the City of Rocklin’s continued commitment to shaping a lively, welcoming downtown—one that honors our history while creating new opportunities for residents, businesses, and visitors.
Next Steps
The project will go before the City of Rocklin’s Architectural Review Committee (ARC) for review on December 4, 2025. The ARC will evaluate the proposed design, materials, and finishes to ensure the project aligns with the character and goals of the Quarry Architectural District.
