April 28, 2026 Rocklin City Council Recap
At the April 28 City Council meeting, the Rocklin City Council recognized community service, honored local leaders, and took action on key housing and community development initiatives that support residents across the city.
Proclamations Recognizing Community Awareness and Service
The City Council issued two proclamations highlighting important community initiatives.
The Council proclaimed April 29, 2026, as Fentanyl Awareness Day, raising awareness about the dangers of fentanyl and the importance of education, prevention, and community safety.
Additionally, a proclamation declared May 3–9, 2026, as Public Service Recognition Week, honoring the dedication and impact of public employees who serve the Rocklin community every day.
2026 Ruhkala Community Service Awards
The Council celebrated outstanding community members through the annual Ruhkala Community Service Awards. Based on recommendations from the Community Recognition Commission, the following individuals and organizations were honored for their contributions to Rocklin:
- Greg Roberson – Individual
- David Tietz – Individual
- Samuel Wang – Youth
- RRUFF Healing Heroes – Business/Group/Service Organization
- Susan Brooking – Pioneer
- Franklin Burris – Pioneer
These award recipients were recognized for their leadership, service, and lasting impact on the Rocklin community.
Community Development Block Grant (CDBG) Annual Action Plan
Following a public hearing, the Council approved the 2026–2027 Annual Action Plan for the federal Community Development Block Grant (CDBG) program. As an entitlement community, Rocklin will receive $307,853 in funding to support programs and improvements that benefit low- and moderate-income residents.
Funding allocations include:
- Mental health and family services through Lighthouse Counseling and Family Resource Center
- Senior meal delivery through Seniors First
- Crisis intervention and support services through Stand Up Placer
- Accessibility and safety improvements, including sidewalk repairs and ADA enhancements
- Program administration and planning
These investments support key community needs such as youth and senior services, access to food and mental health resources, assistance for victims of violence, and improvements to public infrastructure.
Accessory Dwelling Unit (ADU) Ordinance Updates
The Council also introduced updates to the City’s zoning regulations related to Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs). These amendments align Rocklin’s municipal code with recent changes in state law, helping streamline the approval process and reduce barriers to housing development.
Updates include:
- Faster application review timelines
- Removal of certain owner-occupancy requirements
- Objective design standards
- Increased flexibility for unit size, height, and placement
- Reduced parking requirements in certain cases
These changes are intended to support housing opportunities while ensuring consistency with state requirements.
