At the May 26 City Council meeting, the Rocklin City Council recognized the Granite Oaks Middle School Girls Flag Football team, adopted a new kennel zoning ordinance, and discussed placing a general purpose Transactions and Use Tax on the November 2026 General Election ballot to maintain Rocklin’s high quality of life.

Recognition of Granite Oaks Middle School Girls Flag Football Team for Two Undefeated Seasons

The Granite Oaks Middle School Girls Flag Football team received a Mayoral Proclamation last night for their two years of undefeated wins, going 23-0 for both seasons. The team is also the back-to-back undefeated FISAL League Champions. The proclamation honored this achievement and recognized the team for their hard work. 

Kennel Ordinance Zoning Amendment

The City Council adopted a new zoning ordinance amendment that allows kennels with outdoor dog enclosures to be situated in specific commercial and industrial areas, subject to certain conditions and development standards. This is to ensure that the kennels are responsibly integrated into their surroundings, balancing the needs of the animals with the potential concerns of the local community.

Proposed General Transactions and Use Revenue Measure (Initial Reading)

The City Council introduced the initial reading of an ordinance adding Chapter 3.25 to the Rocklin Municipal Code relating to a potential General Transaction and Use Revenue Measure on the November 2026 ballot, subject to voter approval. This initial reading followed the City’s substantial public engagement and listening effort regarding community priorities, services, and long-term fiscal outlook. The City’s public engagement and listening included a citywide resident survey mailed to 24,243 residential households, four town hall meetings, responses to public questions, and other community presentations and meetings.

Community engagement showed that Rocklin residents value public safety, financial stability, maintaining core public services, rapid 911 emergency/medical response, police/fire protection, keeping public areas and parks healthy/safe/clean, preserving open space, and preventing wildfires. The proposed ballot measure reflects those community priorities and the City’s continued commitment to providing high-quality services while focusing on financial transparency and accountability to residents. The ordinance will return for a second reading and final adoption in June. If Council takes action calling for an election, voters will decide when they cast their ballots in the November election.
