Pacific Street Apartments

The Pacific Street Apartments project is part of the City of Rocklin’s long-term effort to thoughtfully invest in both housing and the downtown area, creating a vibrant, welcoming destination for residents and visitors alike.
In 2019, the City of Rocklin purchased the Pacific Street property with the intent to develop it into affordable housing. The site’s close proximity to parking, the Rocklin train station, and nearby public amenities made it an ideal location to support housing for working families while strengthening the downtown core.
In 2021, the City issued a solicitation inviting affordable housing developers to propose projects for the site. As required by California’s Surplus Land Act, the City must select the proposal that delivers the highest number of housing units. Following this process, Community Housing Works (CHW) was selected as the developer.
Since that time, the project has moved forward through multiple City Council meetings, public hearings, and required public noticing. Outreach has included direct notifications to nearby property owners, information published on the City’s website and in the City newsletter, posted signs on the site, and a community meeting held in November 2025, which was open to the public.
Pacific Street Apartments is designed to serve working-class families in Rocklin. This development is not transitional housing and not a homeless shelter.
In Placer County, the area median income for a family of four is approximately $120,000. About half of the apartments will be affordable to families earning around $72,000 per year, incomes that reflect many everyday professions in our community.
To put this into context, residents could include:
- A single parent with three children working as a dispatcher
- A family with one parent employed as a nursing assistant and the other as a childcare worker
2024 data from the US Census Bureau shows roughly 27% of Rocklin households earn under $75,000 per year and could qualify to live in the development.
“Affordable housing” means these households will spend no more than 30% of their income on housing, allowing families to save for future goals such as education, homeownership, or emergency expenses.
The Pacific Street Apartments are one component of a broader effort to revitalize Pacific Street and downtown Rocklin. Another nearby City-owned parcel, located near Quarry Park Adventures, is being developed into a Public Market, which recently advanced through the Architectural Review Committee in December 2025.
Over the past several years, the City has made steady investments to transform Pacific Street into a destination. Community events such as the Rocklin Area Chamber of Commerce’s Hot Chili & Cool Cars, Evenings in the Park, and the summer concert series at Quarry Park Amphitheater continue to draw residents and visitors to this historic area.
By bringing more residents into the downtown area, the Pacific Street Apartments will help support local restaurants, small businesses, and community events, while also encouraging activity at nearby destinations, like the future Public Market.
As a project located within the core area of the Quarry District, the Pacific Street Apartments underwent several design revisions to ensure consistency with the Quarry Architectural District Guidelines. Through the design review process, the project evolved to reflect a contemporary interpretation of the District’s historic architectural themes, with updates to building form, materials, and color.
The final design incorporates District-supported architectural elements and varied building heights and massing to create visual interest and compatibility with the surrounding area. These revisions ensure the project aligns with the Quarry District’s character while maintaining a modern architectural identity.
While CHW will lease the property, the City of Rocklin retains ownership of the land. The City has implemented safeguards to ensure the development is appropriately managed over time and remains consistent with community expectations. The City shares residents’ desire to proactively address potential issues and will remain actively involved in oversight.
The City is excited to see the Pacific Street Apartments move forward, delivering affordable housing opportunities for Rocklin residents while supporting the continued revitalization of the downtown area. Community input remains an important part of this process, and the City is committed to transparency and ongoing communication as the project progresses.
Project Timeline
Below is a general timeline for the project. Specific dates can be added or refined as milestones are finalized:
- 2019 – City of Rocklin purchases the Pacific Street property for affordable housing
- 2021 – Developer solicitation issued; Community Housing Works selected in compliance with the Surplus Land Act
- 2021–2025 – City Council meetings, public hearings, and required public notices conducted
- November 18, 2025 – Community meeting held with nearby residents
