At the December 9, 2025 Rocklin City Council meeting, Council selected David Bass to serve as Mayor and Bill Halldin to serve as Vice Mayor for the 2026 calendar year. Each year, the City Council chooses one of its members to serve a one-year term in each role.

About Mayor David Bass

David Bass was elected to the Rocklin City Council in 2022, filling a vacated seat, and was re-elected in 2024. On December 9, 2025, he was elected to serve as Mayor for the upcoming year.

A dedicated member of the Rocklin community, Bass serves on the boards of the Rocklin Chamber of Commerce and Rocklin Police Activities League and is an active member of the South Placer Rotary Club. He and his wife are raising their two children in the Rocklin Unified School District.

Professionally, Bass is a Deputy District Attorney with Sacramento County and previously served in roles including Deputy District Attorney for Placer County and Deputy Attorney General. He has also volunteered legal services for abused elders and wildfire victims and proudly served as a member of the U.S. military.

Bass is committed to serving with integrity and collaboration, and he has emphasized thoughtful planning and support for public safety.

About Vice Mayor Bill Halldin

Bill Halldin was first elected to the Rocklin City Council in 2018 and re-elected in 2022. He previously served as Mayor in 2022 and was selected to serve as Vice Mayor at the December 9 Council meeting.

Halldin and his wife, Susan, moved to Rocklin in 1999 to raise their family and launch a local business, Halldin Public Relations, which became well known for community giving and nonprofit support across the region. Halldin now serves as a senior leader in media relations for a major financial services company.

Throughout his career, Halldin has provided leadership to numerous community organizations and boards, including the Rocklin Area Chamber of Commerce, Sierra College Foundation, and Feed My Starving Children MobilePack, among many others.

As a Councilmember, he currently serves on the Western Placer Waste Management Authority Board and the Placer County Economic Development Commission. Halldin holds degrees from Northwestern University and Yale University.
