The Rocklin City Council met on Tuesday, June 9, 2026, to consider several items related to housing, fiscal planning, and public engagement. Highlights from the meeting are provided below.

City Council Adopts Inclusionary Housing In-Lieu Fee

Following a public hearing, the City Council approved an in-lieu fee option for the City’s Inclusionary Housing Program.

In November 2025, the City adopted an Inclusionary Housing Ordinance requiring new residential developments to provide affordable housing units as part of their projects. Developers may satisfy those requirements by constructing affordable units on-site, building them off-site, rehabilitating and converting existing market-rate units, or paying an in-lieu fee.

The action taken by the Council establishes that fee at $2.75 per square foot, providing an additional option for residential developments to meet affordable housing obligations while updates to the broader Inclusionary Housing Ordinance continue.

Revenue generated through the fee will be placed into a dedicated fund to support and incentivize the creation of affordable housing opportunities within the community. Based on future development activity, the fee has the potential to generate an estimated $5 million to $15 million for affordable housing initiatives.

The fee will be indexed to changes in the California Construction Cost Index, with any future adjustments requiring City Council approval.

Third Quarter Financial and Strategic Plan Update Presented

The City Council received the Fiscal Year 2025/26 Third Quarter Financial Report, Building Report, Capital Improvement Program (CIP) Progress Report, and Strategic Plan Update.

As of March 2026, staff reported that the City’s finances remain stable, with no budget adjustments recommended for the current fiscal year.

Additional quarterly highlights included in the Strategic Plan update:

  • 606 building permits issued between January and March 2026.
  • $1.9 million in building-related fees collected.
  • Continued progress on Capital Improvement Program projects throughout the city.
  • Advancement of affordable housing efforts, including ongoing negotiations for The Steven project.
  • The successful launch of the SizeUp platform, providing local businesses with enhanced market analysis and planning tools.
  • Submission of a Placer Valley Tourism grant application to support improvements at the Quarry Park Amphitheater.
  • Continued implementation of the City’s e-bike safety initiative in partnership with Rocklin Unified School District, which has contributed to a significant reduction in collisions involving juveniles operating e-transportation devices.

As part of the item, the Council also approved a position allocation change within the Administrative Services Department, replacing a Payroll Administrator position with a Payroll Technician I/II position to better align staffing resources with operational needs.

New Policy Approved for Remote Public Participation Technology

In preparation for new state requirements under Senate Bill 707, the City Council approved a City Council Meeting Technology Service Disruption Policy.

Beginning July 1, 2026, the Brown Act will require eligible legislative bodies to provide opportunities for the public to participate remotely during meetings. To comply with the new law, future Rocklin City Council meetings will include a Zoom option for remote public comment while continuing to livestream meetings through the City’s website.

The newly adopted policy establishes procedures for handling technology disruptions during meetings, including:

  • Steps the City will take to restore service.
  • Procedures for recessing and reconvening meetings if remote participation is interrupted.
  • Requirements for the Council to make specific findings before continuing a meeting without remote access if service cannot be restored.
  • The policy is designed to ensure transparency and maintain public access while meeting the requirements of state law.
