Operations

The Operations Division is the largest division in the Police Department, and consists of several police units including Patrol, SWAT, Animal Control, Canine, Traffic/Motors, Reserve Program, Field Training, Crime Prevention and many others.

Captain Luke Sincerny grew up in the Bay Area, graduating from Castro Valley High School. He attended California State University East Bay and holds a Bachelor of Science Degree in Criminal Justice. Luke moved to Placer County in 2016 with his wife Ravi and their two children.

From 2006 until 2016, Luke worked as a Police Officer for the Oakland Police Department. During that time, he worked various assignments including Patrol, Street Level Narcotics Officer, Academy Recruit Training Officer, Firearms Instructor and as a Sniper with the SWAT Team.

Luke was hired with the Rocklin Police Department in 2016. As a Rocklin Police Officer, he has worked Patrol with collateral assignments as Field Training Officer, Firearms Instructor, Peer Support Team Member, and as an Entry Operator with the Roseville / Rocklin Regional SWAT Team. As a Sergeant, he worked as a Watch Commander in Patrol and was responsible for coordinating and implementing training for the Department. After promoting to Lieutenant in 2021, Luke worked in the Professional Standards Unit and assumed the role of Tactical Commander for the SWAT Team. He was promoted to Captain in 2024 where he oversees the Operations Division. In this capacity, he is grateful for the opportunity to build meaningful partnerships with the citizens of Rocklin and will continue to serve the Department and community humbly.

In his spare time, Luke can be found coaching youth soccer and spending time outdoors with his family.

Canine

The Canine Program began in the mid 1980’s as an asset to patrol in searching and locating fleeing felons, lost children and missing persons. The primary purpose of the canine unit is tracking, crowd control, officer protection, and as a backup to the canine officer when arresting combative subjects and bringing them under control. The canine unit has also been popular at public demonstrations.

Crime Prevention

The City of Rocklin has one of the lowest crime rates of any city of similar population in the state of California. Although there are several factors contributing to our low crime rate, Rocklin’s emphasis on crime prevention, community awareness and education, and community oriented policing and problem solving plays a key role.

Patrol

Services Provided

Patrol officers are the first responders to all emergency and most nonemergency requests for traffic enforcement, crime reports, vehicle accidents, disturbance/noise issues, suspicious persons, parking, and most problems involving public safety and community care-taking. Quick reaction is a valuable asset in deterring crimes and harmful activities and urges its citizens to report suspicious activity and information promptly.

Reserve Officer Program

The Reserve Police Officer Program (RPOP) is composed of members of our community who choose to dedicate a portion of their time to community service by working as part-time employees or volunteers with Rocklin PD. These officers work with full-time regular officers to provide law enforcement services for the City.

SWAT & HNT

Rocklin – Roseville Regional Special Operations Unit

The Rocklin Police Department, in partnership with Roseville PD, maintains a regional Special Operations Unit consisting of SWAT (Special Weapons and Tactics) and CINT (Crisis Incident Negotiations Team).  The Rocklin/Roseville PD partnership includes EOD (Explosive Ordinance Disposal) as well.
