Measure C

Measure C on the November 3 ballot

Measure C is a 1/2 cent sales tax proposal to support Rocklin city services, including public safety, parks, and other core municipal services, and help maintain the community’s high quality of life. Pending voter approval, Measure C would remain in effect until repealed by Rocklin voters. A simple majority (50%+) vote is required for Measure C to pass. a “YES vote” supports the half cent sales tax increase proposal; a “NO vote” rejects the proposal. All voters living within the City’s boundaries registered by October 19th will be eligible to vote on this measure. Rocklin voters will have the final say on the future they want when they vote on Measure C this fall.

Official Ballot Question:

To maintain Rocklin’s public safety, financial stability, and core public services, including: rapid 911 emergency/medical response; police/fire protection; keeping public areas and parks healthy/safe/clean; preserving open space; preventing wildfires; shall the City of Rocklin’s measure establishing a half-cent sales tax, providing approximately $8 million annually for general revenue purposes, until ended by voters, keeping all funds local, with annual audits/public spending disclosure, be adopted?

Background

The City of Rocklin is recognized for its high quality of life, strong public safety services, well-maintained parks and public spaces, and a longstanding commitment to responsible financial management.

While the City is not currently facing an immediate financial crisis, long-term financial forecasts project structural deficits in future years if no action is taken. In response, the City Council has explored options to address future funding needs before service reductions become necessary.

Over the past year, the City conducted extensive community outreach to better understand resident priorities and perspectives regarding the City’s long-term financial outlook. Outreach efforts included:

• A citywide resident survey mailed to all households in September 2025
• Nearly 2,900 survey responses and more than 900 public comments
• Community presentations
• Meetings with community organizations and local leaders
• Four public town hall meetings held in March 2026

The City’s Priorities Include:

• PUBLIC SAFETY POLICE SERVICES: Maintaining a safe community with sufficient police personnel, public safety technology, crime prevention programs, and adequate neighborhood police patrols.
• 911 MEDICAL & FIRE RESPONSE: Maintaining 911 rapid response times for emergency medical and fire services.
• PARKS & OPEN SPACE: Maintaining and preserving city parks and open space, and keeping public spaces healthy, safe, and clean for children and families.
• ACCOUNTABILITY & TRANSPARENCY: Maintaining the City’s fiscal stability & transparency in city operations.
• STREETS & ROADS: Clearing storm drains and preventing storm drain failures to keep roads open an clear, preserving safe routes to school, reducing traffic congestion on local roads, and repairing streets and potholes.
• PROGRAMS & FACILITIES: Providing valued youth programs and maintaining facilities and infrastructure.

What accountability measures are included in Measure C?

If approved, Measure C revenues would remain local, be subject to the City’s annual independent audit and public financial reporting, and continue to be managed through the City’s regular budget process. The tax would be administered by the California Department of Tax and Fee Administration and would remain in effect unless repealed by Rocklin voters.
