The City of Rocklin receives funding from the U.S Department of Housing and Urban Development in the form of Community Development Block Grants (CDBG) each year.  The funds are used, in part, to assist residents with securing decent housing, benefit the elderly, and expand economic opportunities for those of low and moderate incomes.

In accordance with a requirement of the federally-funded Community Development Block Grant (CDBG) program, city staff prepared the annual Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER contains information on performance and program accomplishments during the 2025-2026 CDBG program year. The report provides information regarding the City’s expenditure of federal CDBG funds; specifically addressing progress made by the City towards completion of public service activities and accessibility projects. The 2025 CAPER has been completed in compliance with federal program regulations and the City’s Citizen Participation Plan. The current CAPER covers the period from July 1, 2025 through June 30, 2026 and is available for review and comment.

Public Hearing Notice

The City will accept public comment on the draft CAPER until 4:00 p.m. on Monday, August 17, 2026. The draft Plan is available during business hours at City Hall at 3970 Rocklin Road, at the Rocklin Public Library at 4890 Granite Drive, and on the City’s website https://www.rocklin.ca.us/cdbg.

The City Council is scheduled to hold a Public Hearing during its regularly scheduled meeting on September 22, 2026 beginning at 6:00 p.m. in the Council Chambers at Rocklin City Hall located at 3970 Rocklin Road, Rocklin, 95677 to solicit public comments on the draft Annual Action Plan.

The City will submit the CAPER to HUD for review and approval on or before  September 30, 2026.
