The City of Rocklin receives funding from the U.S Department of Housing and Urban Development in the form of Community Development Block Grants (CDBG) each year.  The funds are used, in part, to assist residents with securing decent housing, benefit the elderly, and expand economic opportunities for those of low and moderate incomes.

The City of Rocklin is currently planning for the use of fiscal year FY 2026-2027 Community Development Block Grant (CDBG) program funds.  The City has yet to be notified of its FY 2026-2027 award, however, it expects to receive approximately $295,000. The City of Rocklin is required to prepare an Annual Action Plan which provides information on the needs of low-and moderate-income residents and eligible target areas of the City during the period between July 1, 2026 and June 30, 2027. The Plan also describes the activities that the City will undertake to meet those needs with the limited funding. Should the actual award amount differ from the current estimate, the City will make proportional adjustments to all areas of allocation.

Draft 2026-2027 Annual Action Plan

The City will accept public comment on the draft Action Plan until 4:00 p.m. on February 23, 2026. The draft Plan is available during business hours at City Hall at 3970 Rocklin Road, at the Rocklin Public Library at 4890 Granite Drive, and on the City’s website https://www.rocklin.ca.us/cdbg.

The City Council is scheduled to hold a Public Hearing during its regularly scheduled meeting on March 24, 2026 beginning at 6:00 p.m. in the Council Chambers at Rocklin City Hall located at 3970 Rocklin Road, Rocklin, 95677 to solicit public comments on the draft Annual Action Plan.

The City Council is also scheduled to hold a Public Hearing during its regularly scheduled meeting on April 28, 2026 beginning at 6:00 p.m. in the Council Chambers at Rocklin City Hall located at 3970 Rocklin Road, Rocklin, 95677 to consider the adoption of the final Annual Action Plan.

The City will submit the Action Plan to HUD for review and approval on or before May 15, 2026.
