At the September 9 meeting, the Rocklin City Council approved key park improvements, advanced public safety technology, and reviewed annual community development outcomes.
Monument Park Shade Sail Installation Project
Council approved the contract and budget for the installation of two shade sails at Monument Park. The project is intended to enhance safety, comfort, and usability of the park’s play structures, particularly during peak sun hours. Monument Park was prioritized due to the condition of the play structure and the impact of nearby trees and sun exposure. The project will include the purchase and installation of two shade sails over the existing play structure, creating a more enjoyable and lasting recreational space for children and families.
Homeland Security Grant Program – Urban Areas Security Initiative (UASI) Subaward
The Council authorized acceptance of a $63,000 subaward from the City of Sacramento under the FY 2024 UASI grant. These funds will be used to purchase software from Peregrine Technologies, Inc., which supports law enforcement data integration, analysis, and secure information sharing. The program helps build regional preparedness to prevent, mitigate, and respond to terrorism and other security threats. Adoption of the grant resolution also authorized necessary budgetary transactions within the Police Grant Fund, with no impact to the General Fund.
2024 Consolidated Annual Performance and Evaluation Report (CAPER)
Council reviewed the City’s CAPER for the Program Year 2024, summarizing Community Development Block Grant (CDBG) activities. The report highlights accomplishments across accessibility and safety projects, senior nutrition programs, mental health services, and food distribution programs, totaling 1,841 residents served. The CAPER also included updates on CARES Act CDBG-CV-1 and CDBG-CV-3 funds allocated to rental and utility assistance, counseling programs, and services for Rocklin residents impacted by COVID-19. Remaining funds will continue to be utilized through 2026 to maximize community benefit in accordance with HUD requirements.
