At the September 23 meeting, the Rocklin City Council approved public safety recognitions, accepted grant funding for traffic safety improvements, and received a presentation on bond refinancing to benefit local homeowners.

Fire Prevention Week Proclamation

The Council presented a proclamation declaring October 5–11, 2025, as Fire Prevention Week and designated the Mayor to sign the proclamation on behalf of the City. The week-long observance highlights the importance of fire safety education and prevention efforts, particularly regarding lithium-ion batteries found in many household devices. Residents are encouraged to follow three key safety actions: buy only listed products, charge batteries safely, and recycle them responsibly. The proclamation recognizes the dedication of Rocklin’s first responders in reducing fire risks and promoting public safety in the community.

Office of Traffic Safety Grant – Regional Crash Response and Extrication Improvement Program

The Council adopted a resolution ratifying the submission of a $30,000 grant application to the California Office of Traffic Safety (OTS) and authorizing the City Manager to execute the grant agreement and necessary documentation. The funds will help the Rocklin Fire Department maintain and enhance its readiness to respond to traffic collisions, particularly those involving larger vehicles. The program supports ongoing training and preparedness efforts to ensure safe and effective responses for the community. There is no General Fund impact, and the grant requires no local match.

Whitney Ranch Community Facilities District No. 10 – 2025 Special Tax Bond Issuance

Councilmembers received a presentation on the proposed issuance of 2025 Special Tax Bonds to refund the 2015 and 2019 Whitney Ranch CFD 10 bond issuances. The refunding is expected to generate approximately $1.56 million in net present value savings for homeowners within the district while providing $375,000 in new project fund proceeds for facility acquisitions. The bond refinancing leverages current interest rates, releases cash-funded reserves, and utilizes a reserve surety, all with no direct impact to the General Fund. The bonds will support ongoing infrastructure and public improvements in Whitney Ranch.
