At the June 10 meeting, the Rocklin City Council took several important actions to support public safety, arts and culture, financial transparency, and long-term strategic planning.

Fire Hazard Severity Zones Designation Adopted

Council adopted an ordinance officially designating Fire Hazard Severity Zones (FHSZ) within Rocklin, as required under Assembly Bill 211. Following guidance from the Office of the State Fire Marshal, 1,421 acres in Rocklin have been classified as Moderate FHSZ and 1,623 acres as High FHSZ, with no areas designated as Very High. Of the High FHSZ parcels, 1,248 are residential, 114 are commercial, 4 are mixed-use, and 17 fall under other designations. A map of the designated areas is available for public review.

Arts Commission Visioning Document Approved

Council also approved the Rocklin Arts Commission’s Visioning Document, which will replace the 2016 Public Art Master Plan. Developed over two years through robust community engagement, the new framework outlines a clear mission, values, and five strategic goals to expand access to the arts, grow Rocklin’s creative economy, and promote cultural diversity. Highlights include expanding public art, supporting youth engagement, and formalizing annual reporting processes to City Council.

Quarterly Financial and Performance Reports Received

The City received its Q3 Financial Report, which confirmed continued fiscal stability through March 2025. Adjustments to the FY 2024/25 budget were approved to align with previously authorized contracts and operational needs. The report also included the Quarterly Building Report, noting 706 permits issued and $3.1 million in fees collected, and a Capital Improvement Program (CIP) Progress Report—now a recurring quarterly update.

Strategic Plan Update

Staff presented a progress update on the 2023–2025 Strategic Plan, tracking ongoing projects and initiatives aligned with the City Council’s five strategic pillars. The City remains on track to achieve its key goals, including infrastructure investments, enhanced public engagement, and organizational excellence.
