August 12, 2025 Rocklin City Council Recap
At the August 12 meeting, the Rocklin City Council took several important actions to support arts and culture, local business growth, and long-term strategic planning.
Arts and Parks & Recreation Commission Appointments
Council appointed two new members to the Rocklin Arts Commission, filling vacant seats that will help guide public art, community engagement, and cultural programming in the city. In addition, a youth commissioner was appointed to the Parks & Recreation Commission, bringing a student perspective to the commission’s work on parks, trails, recreation programs, and community events.
Build Up Rocklin Business Acceleration Program Approved
Council approved the continuation of the Build Up Rocklin program, administered by Growth Factory, to help Rocklin-based businesses overcome growth hurdles. The structured program combines coordinated peer learning, targeted coaching, and access to strategic resources—including grant capital—to support CEOs and founders who are ready to expand their operations while remaining in Rocklin.
The program will be implemented at a cost of $125,000, with an additional $125,000 dedicated to growth grants. Participating businesses may apply for up to $25,000 in grant funding, subject to City Manager review and tied to clearly defined growth outcomes. Continuing this program reinforces the City’s commitment to supporting job creation and long-term economic vitality.
Strategic Plan Work Plan Adopted
Following a March 2025 strategic planning workshop, Council adopted the updated 2025-2027 Strategic Plan Work Plan. The Plan reaffirms the City’s five foundational Strategic Pillars—Resilient, Vibrant, Livable, Sustainable, Safe—with refined definitions to reflect evolving community needs.
The updated Work Plan builds on the 2023–2025 Strategic Plan by carrying forward ongoing initiatives, introducing new priorities, and categorizing projects as Foundational (core services), Strategic (policy and mid-term initiatives), or Visionary (long-term, transformational goals). The Work Plan will guide City decision-making and resource allocation over the next two years, with progress updates provided during quarterly budget reports.
