City Manager's ColumnI am writing this column to inform our residents about important issues which our community is facing. This is intended to serve as an informational tool and not to advocate for any particular position on issues. We operate in a very complex environment and we are constantly addressing new issues, offering new and upgraded programs, reacting to State and Federal mandates, and evolving as a community. Collaboration Results in Balanced Budget [July 2010]
The City Council approved a balanced budget for the 20010-11 Fiscal Year earlier in June.  Getting there took a lot of effort and collaboration from all City Departments and elected officials.  We are about to start our new fiscal year and there is no economic relief in sight.  Earlier this year, the City Council directed staff to prepare a budget that averted any new taxes or any further dip into the City’s reserves.  That was achieved, but it required further cuts and the elimination of an additional eight positions through layoffs.

Emergency Preparedness is a City Priority [November 2009]

Is your City government prepared to respond to a major emergency or catastrophic event?  As the City’s designated Emergency Services Director, I believe the answer is "yes."  Catastrophic events, by their very nature, can be chaotic and can strain the resources of any organization, but with proper planning and preparation, a local government can mount an appropriate response and seek to minimize the impact on its residents.  For the past five years, Rocklin’s Fire Chief, Bill Mikesell, has taken a leadership role in emergency preparedness, resulting in full compliance by our City with the required planning and training of the Federal Emergency Management Agency (FEMA,) which operates under the Department of Homeland Security.

Redevelopment Limps Along After State Raid On Revenue [October 2009]
Redevelopment Agency activities and projects benefit the entire community, not just those residing within the Redevelopment Agency’s Project Area boundaries.  During the past decade, the State of California has continuously attempted to partake of revenues that California voters constitutionally restricted for redevelopment activities.

Business Attraction, Retention a Priority in Economic Recovery [July 2009]
Strengthening the local economy is a key element of any strategy to grow municipal revenues.  For that reason, the Rocklin City Council made the retention of existing businesses and the attraction of new businesses its top priority for the next 12 months at its Retreat in June 2009.

The Rocklin City Council met on Saturday, June 6, 2009 for its day-long annual retreat. The retreat included defining the City’s long-term vision along with long-term and short-term steps to meet overall goals.
